The Australian skipper has taken 309 Test scalps in 71 appearances with an stellar bowling average.
Australia's chief selector the selector has confirmed that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a persistent back stress problem that had not yet healed.
Initial reports from the Australian camp suggested no final decision had been made regarding whether he would play, with the extended contest scheduled to begin on 21 November in Perth.
The selector shared that the captain is progressing and remained hopeful about the likelihood of being involved.
"We know that the clock is ticking and various factors involved, not just the back issue, but additional elements," the selector added.
"The outlook is good. We firmly believe that he'll participate in a significant role. Ideally it's the first Test. Should that not happen, then we'll pick it up."
Previous Setbacks
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after medical tests showed a lumbar bone stress.
He has a history of back injuries, with setbacks in 2012-13, 2013-14 and 2015-16 forcing him out of three Australian summers in a short span.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the contest.
Bailey noted that he did not know if Cummins had begun bowling as part of his rehabilitation but conceded it was "pressing" for him to be fit for the first Test.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their limited-overs matches against the Asian giants as a safety move because of discomfort in his torso.
He labeled it as a "small issue and confirmed that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into building out the plan for him to be available for the first Test as an dual-role player," Bailey explained.
"He was only going to play the first two ODIs anyway. His aggressive style the cricket bat in white-ball cricket, even if it just sets him back for another day, we just made the decision to take a cautious route."
